network-ethernet: Fix "Wired" section appearing broken when empty

Automeris naranja requested to merge automerisnaranja/gnome-control-center:wired-placeholder into main

If there are no connection profiles, show another list box with with the "No Set Up" placeholder to avoid the "Wired" section appearing broken.
