input-chooser: Use an AdwBanner to show about the login screen notice

𝅳Automeris naranja requested to merge automerisnaranja/gnome-control-center:input-chooser-adwbanner into main

There is a GtkLabel that says "Input methods can’t be used on the login screen". Use an AdwBanner to show this message instead, since it's the appropriated widget for this kind of situation.
