wifi: Show a status page if there are no saved Wi-Fi networks

When forgetting all networks from the "Saved Wi-Fi Networks" dialog, the dialog will close after the AdwToast times out, which is weird.

To fix this, always show this dialog and don't make the "Saved Networks" row insensitive if there are no saved networks.
