wifi-connection-list: Use "No networks available" placeholder

Automeris naranja requested to merge automerisnaranja/gnome-control-center:no-networks-wifi-placeholder into main

"Searching networks..." can't be used as a placeholder because it will also appear in the Saved Wi-Fi Networks dialog if you forget all networks. So, use "No networks available" as the placeholder, which makes sense for both the dialog mentioned earlier and the network list from the Wi-Fi panel.

Also, add panels/network/cc-wifi-connection-row.c to POTFILES.in.
