Allow launching subpages of the Privacy panel directly

Felipe Borges requested to merge launch-privacy-subpages-from-cmdline into main

This also revisits the method we use for launching subpages of the System panel. This way we no longer override CcPanel.parameters for launching subpages, but instead we introduce the CcPanel.subpage property.
