online-accounts: Add a "Network Settings" button to offline_banner

When there is no internet connection, a banner is shown to inform that adding accounts isn't possible because the device is offline. However, the banner doesn't provide a shortcut to the network settings so the user can verify what's going on.
Add a shortcut to the Network panel to fix that.
