network: show button window when using unsupported network daemon

Marcos Miller requested to merge mmilles/gnome-control-center:fix-network-page into main

When entering the network panel without the network daemon, the window buttons do not appear because the window content is overwritten by an AdwStatusPage.

Now only the content of the AdwToolbarView is changed, remaining the AdwHeaderBar and buttons.
