stream-row: When creating, set mixer control to the volume slider first

Lukáš Tyrychtr requested to merge tyrylu/gnome-control-center:fix_2749 into main

It was done in the opposite way before this, so when calculating the volume levels and mute state, the volume levels were undefined.
