datetime: Explain why automatic time zone option is grayed out

Show a banner explaining that location services are needed in order for automatic time zone to work. Also, add a button to go to the Privacy panel as a shortcut.

Since Location Services is now a subpage of the Privacy panel, it seems that the former can't be directly triggered anymore. I think it's a limitation of cc_shell_set_active_panel_from_id.
