Use "Prefer Dark" and "No Preference" for Style preferences

This gets the point across better that applications aren't forced to follow the themes, and sets things up such that the light shell can more easily be shimmed in later.

A separate PR should come in later that changes the previews to include the shell top bar, hopefully when the light theme preference is exposed.

Probably needs approval from the design team. Translations need to be updated as well.
