Draft: Add Battery Health information
We decided to revert the Battery Health changes now as there are still issues with capacity reporting and other rough edges we would like to polish before shipping this to users.
This MRs re-introduces the Battery Health section to the Power panel and is the place where we will be discussing the issues with this work and landing fixes.
