Draft: Updated README.md with instruction to build Settings under Building from source section

Currently, README doesn't contain the instruction to build the GNOME Settings locally. This commit will consolidate all the options to build the GNOME Settings.

The following task is to be done:

  • Add build instructions using Toolbox.
  • Add build instructions using Meson.
  • Add build instructions using Jhbuild.
  • Add build instructions using GNOME Builder.
