subprojects: revert accidental libgvc downgrade yet again

pv requested to merge pv/gnome-control-center:fix-downgrade-again into main

Re-do the libgvc version upgrade from 8c84b9f0 ("subprojects: Update libgvc"), which was accidentally reverted in cb333cd5 ("Fix accessibility of the buttons in the test sound output dialog") without comment.

This is now the second revert trying to keep it at the right version (see 7e08d687) so maybe there could be some infra to keep it at the right value.
