wi-fi: Use AdwStatusPage for the "NetworkManager needs to be running" status page

In the Wi-Fi panel, a status page appears to explain why network isn't working when NetworkManager isn't running. This status page has an old design, so this merge request updates this status page to use AdwStatusPage.
