user-accounts: Disconnect fingerprint reading devices when closing dialog

Felipe Borges requested to merge user-accounts-fingerprint-disconnect-devices-on-dialog-closing into main

Otherwise when users close and reopen the window they will face a “Failed to claim fingerprint device Synoptics Sensors: the device is already claimed by another process” error message.
