Show scrollbar on first Language window if needed

I've just removed some code that's not required on top of Gunnar's commit. Merging this will make life a bit easier for us in Ubuntu, where we change the "initial language" behaviour. I think if for any reason there were more languages in upstream g-c-c, you'd want to scroll here too. So please consider this. :-)
