search: Consistency and polish tweaks

• Use AdwPreferences{Page,Group}
• Move header controls to action rows. This is in line with new designs that move controls out of headerbars.
• Subclass AdwActionRow for CcSearchPanelRow
• Use GMenuModel and GActions for row menu
