Hibernation silently disables Wi-Fi hotspot

Bug summary
- Waking system from hibernation doesn't enable Wi-Fi hotspot active before hibernation.
- When Wi-Fi settings are opened after waking, "Turn On Wi-Fi Hotspot" button is grayed out. Switching to other settings and back to wi-fi makes it usable again.
Steps to reproduce
- Turn on Wi-Fi Hotspot
- Hibernate the system and wake it up
- Check hotspot status with any other device
- Open Wi-Fi Settings
What happened
System state changed without informing the user and time and clicks are required to fix that.
What did you expect to happen
Hotspot re-enabled so the system would be in the state it was before hibernating.
