Wacom tablet panel incorrectly shows tablet mapped to "all displays"
After mapping a tablet to a specific display, navigating away from the Wacom tablet panel and then back to it* will cause the "Map to Monitor" dropdown to revert to showing "All displays". I've reproduced this on both a dual-monitor setup (see video) as well as a single-monitor setup (which should make it trivial to reproduce). It is important to note that the mapping itself is always correct: the pen remains mapped to whatever your preference was. The issue is purely with the GNOME Control Center UI not properly reflecting the preference that is actually saved.
* I've tested both changing to a different panel and closing / re-opening the application. Both situations are problematic.

Steps to reproduce:
- Open GNOME Settings with a Wacom tablet connected
- Navigate to the Wacom Tablet panel
- Change the "Map to Monitor" dropdown to something other than "All Displays"
- Switch to another panel (or close the app)
- Switch back to the Wacom Tablet panel (or re-open the app)
- Observe that the "Map to Monitor" dropdown indicates "All Displays" again -- BUG.
