[46.rc] About / System info immediately wants polkit auth to change date/time
Issue detected by openQA: https://openqa.opensuse.org/tests/3986485#step/gnome_control_center/9
When loading g-c-c, and then going to the system panel, there is a new polkit dialog showing up "Authentication is required to set the system time"
In a different system I don't see that popup, but every minute g-c-c is running, this is logged to the journal
'canceling' the dialog (i.e declining) makes it show up within a minute again
