VPN requires a certificate password even when option says: "not required"

Steps to reproduce:
- Open Gnome Settings
- add a new VPN
- configure it with certificate and password
- set the mode for "user certificate password" to "not required"
- try to connect to the VPN
- get a dialog where you cannot press connect without entering a "user certificate password"
I have all that saved in a config file. When I run sudo openvpn config.conf
and enter my credentials, it never asks me for a "certificate user password" and it just connects and works. So this is definetly not a openvpn issue
