Mouse & Tochpad, Test Settings: Arrows obsctruct scrolling behaviour

Steps to reproduce:
- Open GNOME Settings
- Navigate to "Mouse & Touchpad" section
- In the TopBar, click the "Test Settings" button
- Place cursor over the scrolling background near the top edge of the screen where the up arrow image appears
- Try to scroll down; note how view slightly scrolls until the arrow appears
- Also try placing your cursor anywhere on the top or bottom of the screen, aligned vertically with the up arrow element. Scrolling will not work if the arrow is displayed.
