Don't allow creating Wi-Fi Hotspot when that's not supported
Proposal
I have a board that does not support WiFi AP feature, but if you open Settings and navigate Wi-Fi -> three dots -> Turn On Wi-Fi Hotspot, you can see the menu available, you can click on it etc. I'd like to have a way to make it inaccessible (e. g. grayed out) in case gnome-control-center finds out there's no way to use this functionality. If a user plugs in a detachable network equipment that allows for creation of Wi-Fi hotspots, the menu should be accessible again. This feature of course can be applied to any other menu that is inaccessible due to lacking hardware or driver support.
