Confused Wi-Fi panel layout
!1752 (merged) introduced some changes to the Wi-Fi panel this cycle, which resulted in it looking like this:

These changes were introduced to resolve a bug I reported, and were roughly in line with the mockups we have for the wifi panel, so I'm grateful for the work that was done.
However, there are some discrepancies between the mockups and the implementation and the design, as well as some unintended consequences, which are causing issues:
- There's currently way too much material above the network list. The mockup had 3 rows above the network list, which I was relunctant about but seemed to just about work. The implementation has 5.
- Airplane mode is below a number of other controls which it affects. In terms of the functional/visual hierarchy, it should be at the top.
- Various issues when wifi hotspot is on:
- We continue to show rows for "turn on wi-fi hotspot" and "connect to hidden network", neither of which make sense
- The wifi and airplane rows feel out of place
- In general the panel is very full and feels confused
