Dropdown selector blocks input to other apps
When selecting a dropdown selection element (like the output device selector in the sound panel), it blocks interaction with apps outside of it. This goes for both mouse input (e.g. clicking on other windows) and keyboard input (super key does not bring up the overview). Other input sources have not been tested but are probably also affected. The expected behavior here would be that anything outside the settings app is entirely unaffected by the open dropdown. It does still allow interaction inside the app (closing the dropdown on interaction as expected).
Steps to reproduce:
- Open GNOME Settings
- Open a dropdown selection (like the one for Sound > Output > Output Device)
- Don't select anything and keep the selection open
- Try clicking on another window, press super, etc. It will be ignored.
