Region & language: format setting needs "Paper" and "Units" toggle
Currently the Language settings in Gnome (Specifically Ubuntu 22.04 and earlier) do not allow for the GUI to set a different paper type or units of measure.
Example: End User (who is not a computer programmer) wants to use English, United States but needs A4 as their paper size and Metric instead of Imperial units.
Current solutions: 1: Use the terminal (because the terminal solves everything except for people who can't use it) 2: Toggle "Show hidden items" in the file manager and edit the pam_environment text file (works for Ubuntu 20.04 and earlier but no longer works in 22.04 since the pam_e text file is now owned by Root and the user MUST open a terminal in order to edit it. NO problem for me but my 60 year old mom and my 12 year old son are not going to do that.) 3: Use settings for a different country and then not be sure if the settings will really match up to what they want. English Canada still uses Letter Paper size, and UK still has some Imperial units mixed in, and besides that the computer will constantly be telling the American who only knows American spellings that they are spelling everything wrong.
Recommended Solutions: 1: Please add Paper and Units toggle to the Region and Language section of Gnome settings. Example. User opens Gnome settings. Goes to "Region and Language". Sets "English, United States" as language. Sets "United States" in Formats. Underneath Formats the user can now toggle "A4" for Paper. Underneath Paper the user can now toggle "Metric" for Measurement units.
2: Create a new language choice. In addition to en_US and en_UK, please add en_UX. This would be all United States spellings but use A4 and Metric. Maybe it can be referred to as US scientific or US expat. This wouldn't be a 100 percent solution as some countries still mix and match language, measurements, and paper options.
The best solution would be to have the ability to toggle measurements to either "metric" or Imperial" and then be able to toggle paper to either "Letter" or "a4" since both of those options only have two possible outcomes. It is understand able why there is not a toggle for every possible setting in the pam_environment text file but paper and measurements really needs a gui toggle.
Please consider it and if possible implement it.
