Scrolling in Settings Causes Unintentional Changes
Scrolling in GNOME settings can cause unintentional changes of sliders.

Steps to reproduce:
- Open GNOME Settings
- Select Sound in menu
- Resize window such that output is visible but input is not visible
- Place mouse cursor below Output Device selector and above Balance slider
- Scroll down to show input settings
Expected:
- Scrolled to show input settings
- No settings have changed
Actual:
- Partially scrolled, but scroll stopped
- Balance settings have been changed
