Displays: Back gesture doesn't order pages correctly

Steps to reproduce:
- Open GNOME Settings (Version: aa0adcaa)
- Resize the window to fold the leaflets
- Open the displays panel
- Open the night light subview
- Swipe back
- Observe bug 1: We're expecting it to return to displays, but it swipes all the way back to the sidebar
- Open the displays panel again
- Observe bug 2: We're expecting it to return to displays, but it opens up night light again
