Searching for "layout" in shell brings up wrong "Region & Language" instead of "Keyboard" panel

For contributors: This probably needs fixing in /panels/region/gnome-region-panel.desktop.in.in and /panels/keyboard/gnome-keyboard-panel.desktop.in.in but note that this is a string change.
