Ability to select multiple system languages
Imagine this addition would require changes throughout the GNOME stack, but I don't know where else to file an issue, so I'm posting it here.
The issue:
Sometimes an application may lack a translation in one language (Let's say Language A) and almost always the program then will be displayed in English. It would be nice if I could choose a secondary (sort of fallback) language (Language B) or even a tertiary language (Language C). So then an application has a translation in Language B, but not in A the application could still present itself in a language an user can understand.
In the place I live (an ex-USSR country) many people speak Russian as a second languge. However if they choose their native language (In my case it's Lithuanian) many applications will be displayed in English even if a Russian translation exists.
