"System volume" icon does not update after using hardware key to mute output

On the Dell Latitude E7250 with Debian sid/unstable and package gnome-control-center 3.38.2-1, going to the audio dialog in the unmuted case it looks like:

Pressing the hardware mute button on the keyboard (F4, LED active), the volume is reduced to zero, but the speaker icon is pressed but does not change to the mute icon.

Pressing the icon with the mouse it changes to the mute icon.

Lastly, by muting and unmuting with both ways (keyboard button and mouse click on icon), I can also get the state, where the mute button is displayed unpressed:

It’s unclear for me, what the correct way is supposed to be. I would expected to always see the mute icon as it can be pressed/unpressed.
