Search should take into account international prefix

Steps to reproduce
- Live in a given country
- Open gnome-contacts
- Touch the search bar
- Start typing your contact’s number (06…)
Current behavior
Half of the time, the search will show no result, because the contact got entered with the international prefix (+336 instead of 06).
Expected behavior
The international prefix would get stripped for search. This shouldn’t require integration with ModemManager, since despite living in a country the user might enter the local number of a different country. The same issue would happen if the contact got stored with the local prefix (0…) and the user searches using the international prefix (+33… or 0033…).
