Port gnome-desktop to meson for flatpak build

Tom Coldrick requested to merge coldtom/gnome-clocks:coldtom/flatpak-use-meson into master

gnome-desktop recently switched build systems to meson from autotools, and as a result the flatpak build was broken. This patch ports gnome-desktop to meson in the flatpak-builder manifest.
