Draft: Make alarms persistent and add missed alarms notation

Hello, This is an attempt to reawaken merge request !145 (closed) created by @jsparber. The branch has been rebased, and I've fixed a couple of bugs I found in it when testing it out. Instead of rewording the original merge request, I'll leave people to read the link.

Fixes put in:

  1. Fixed an issue where the alarm would be called to start ringing multiple times, and would cause multiple alarm sounds to play at once, and for this to not stop until gnome-clocks was killed.
  2. Fixed an issue where the alarm creation/edit screen was getting all it's fields reset.
