In the view labeled (a), the prominent button in the empty state view reads “Add world clocks...”

In the view labeled (b), the “+” button’s tooltip reads “Add location”

In the view labeled (c), which is the view that opens when a user clicks on the “+” button, the modal’s title reads “Add a new World Clock”
Steps to reproduce the issue
For the view labeled (A):

Open the Clocks application.

Select "World Clocks" from the tab navigation.
(If you don't have any clocks added before this task, then you’ve arrived!)

If you have clocks added to your list before this task, delete all of them to go back to the feature’s empty state.
For the view labeled (B):
- Open the Clocks application.
- Select "World Clocks" from the tab navigation.
- Hover over the “+” button on the top left corner of the window.
- Wait for the tooltip to appear.
For the view labeled (C):
- Open the Clocks application.
- Select "World Clocks" from the tab navigation.
- Click on the “+” button at the top left corner of the window to open modal
