build: Fix license metadata passed to meson project call

Mart Raudsepp requested to merge mraudsepp/gnome-characters:meson-project-license into master

README.md and multiple files state that various source code is licensed under GPL-2+. Reflect that in meson metadata, instead of claiming only BSD3, as the difference is very significant. No claims are made by me that the license list is now fully complete.
