pause weather service while no widget uses it

The weather service is started once a window is created and never paused. The application can run in background, though, and, if the search provider is activated, indefinitely even. Then, the geoclue service is running, potentially keeping GNSS hardware awake, doing network requests, and the shell is displaying the location indicator.
