flatpak/make: consider make arguments during build

If there are make-args and make-install-args in a flatpak manifest we currently don't consider these if needed for the primary module.

This could be also a preliminary work to allow projects with a Make buildsystem define their arguments they want to use for Make. We just have to propose different build pannels depending on the buildsystem
