Don’t automatically add trailing newline to existing files

While it makes sense to add a trailing newline to some files (per programming language) when they’re created from scratch, it just adds diff noise to automatically add it to every file you edit.

Just like with removing trailing whitespace from only the lines you touch, I think it would make sense to only add trailing newlines to newly created files, or if you touch the final line in an existing file.
