Doesn't seem possible to configure pylint (~/.pylintrc not recognised?)

Description
When enabling pylint in Builder there are a few issues that make it pretty unusable as a linter:
- There is no way to specify paths to add to sys.path, so every import is flagged as an error
- There is no way to disable overly-verbose messages (pylint's default configuration is very... er.. chatty)
It should be possible to fix these issues with a custom ~/.pylintrc
but this doesn't seem to have any effect. (I'm guessing that the flatpak version of Builder doesn't have access to the home folder)
It would also be nice if you could create a pylintrc
in the project folder and have it picked up by gnome-builder which would override the global ~/.pylintrc
as some of these warnings/errors vary depending on the project coding guidelines (e.g. max line length, variable naming etc.).
