Add SDK selection to create-project greeter
From discussion of !499 (closed) we should allow SDK selection from the project creation greeter so that things like the CLI tool can work out of the box on systems where there is no toolchain on the host (such as Silverblue).
It would be nice for the IdeProjectTemplate objects to be able to filter that list so we only show things relative to the selected template.
