rust-analyzer: please download the compressed binaries

We'd like to stop releasing uncompressed binaries, as they're quite large and many people have had trouble downloading those. The GZIP compression makes them about 3x smaller, which is quite an improvement.

Unfortunately, GNOME Builder downloads the uncompressed ones. Would it be possible to change to the .gz ones? I'm not familiar with GIO, but it seems to have some libz bindings.

In addition, we'd also change the file names to include the platform tuple, e.g. rust-analyzer-x86_64-unknown-linux-gnu.gz. That can probably be addressed at the same time.
