Revert "Temporarily build libsoup with -O0 to try to improve debuginfo"

This reverts commit 1541ad8c. Unfortunately, despite hitting this crash regularly during the weeks preceding the original merge request, the crash has gone away and I'm not likely to catch it, so it's time to revert.
