libgudev depends on libudev which doesn't work in Flatpak

This move libgudev from a libmanette dependency to an explicit dependency in platform
This is not needed if libmanette!88 (merged) lands in stable
It fixed our issue in Workbench, and should enable Gamepads support in Epiphany but I have no idea if this is the right thing to do. Would be nice to get input from @aplazas or @exalm
