Make Modem Manager start by default and fix the PinePhone Pro modem (GNOME-43)
ModemManager exists and can be started by ModemManager & but cannot be ran as a service. Systemctl cannot find ModemManager.service.
This MR fixes the modem manager for both phones to run from the beginning and also makes the modem on the pro work
