Add Chatty to PinePhone (master)

I had a previous merge request to install chatty to GNOME 43; I was advised by @jjardon and @akitouni to rebase and merge my work into the master repo.

This merge request is identical to the GNOME 43 merge request

I will of course be dealing with the comments made in the previous request but I am just setting this merge request up and will ping both of you on this one and close the other one
