System volume is always reset after a reboot
Steps to reproduce
- Lower the system volume to 0% (by clicking on the volume icon or putting the slider all to the left)
- Reboot
Seen behavior
The volume will always change to 100% after rebooting.

I'm not entirely sure if this is a GNOME OS issue. Recently, shell introduced a change that bumps the volume to 25% when unmuting the volume when the slider is all to the left: gnome-shell!2644 (merged)
I'll test this in Fedora Rawhide as soon as possible.
