Intent to convert yelp-tools to python
I've been working on converting the command-line tools in yelp-tools to python. As of me writing this, yelp-check and yelp-new are near complete, and yelp-build might be there by the time you read this. Right now, they're just sitting alongside the original shell versions, not included in the build:

yelp-tools is included pretty low in the stack under sdk:

This is likely due to yelp.m4, since I don't think any packages use the command-line tools in their build process. (I could be wrong.) yelp.m4 becomes less relevant as modules move to meson, but we do still need it, and I don't want to maintain a separate package for it.
Anyway, this issue is to ask release team guidance on what's an ok dependency for sdk, and how to make the correct changes to yelp-tools.bst. The only non-core python package I'm using is lxml, and I can factor that out if it's an issue.
