assistant: add a label to "recommended" and "all" downloads

Add labels to clearly indicate "Recommended downloads" and All downloads". Only show these labels when the list of available downloads is loaded, so the users won't see the labels flashing briefly before the list is populated.

Without these labels, I think users can be confused by the repetition of OS options. Here's a comparison:
