recommended-downloads: Always pick the latest OS version available in the osinfo-db

Felipe Borges requested to merge recommended-downloads-always-look-for-latest-version-in-osinfo-db into master

This allows Boxes to list recommended-downloads without specifying an exact version. Boxes will search the osinfo-db database for the latest OS version instead.

Distros are still responsible for updating their osinfo-db package so the newest OS versions will be available.

Exact OS matches are still supported, for example http://opensuse.org/opensuse/tumbleweed.
